Northampton County Farmland Preservation Division is proud to announce the Agricultural Conservation Assistance Program (ACAP), which will provide financial and technical assistance for the purpose of improving the quality and production on agricultural operations.

Created through the Clean Streams Fund, the Agricultural Conservation Assistance Program (ACAP) will dedicate $154 million dollars throughout the Commonwealth to reduce non-point source pollution to streams, rivers and waterbodies.

Under ACAP, the State Conservation Commission has delegated counties within the Commonwealth of Pennsylvania to allocate these funds for Best Management Practices (BMP's) to help improve water and farmland quality.

ACAP may provide funding and technical assistance for the following:

    • Project design*, engineering*, associated plan costs (including for Agricultural Erosion and Sediment Control Plan, Nutrient Management Plan, Manure Management Plan,  and NRCS Conservation Plans).
    • Project construction or installation provided by a contractor, including labor provided by the applicant.
    • Equipment, materials, and other components of eligible projects.
    • Post Construction inspections.
      (*Depended on project review)

Applications will be accepted beginning September 1, 2023.  Applications will be available on the Northampton County Farmland Preservation website.

Funding is limited and applicants will be required to submit a completed application form to the Northampton County Farmland Preservation Division in order to be considered for this cost-share program.  Incomplete applications will not be accepted or reviewed for funding.

A pre-application site visit will be required as part of the application process.

Contact the Farmland Preservation Division staff members, Maria Bentzoni, Administrator at mbentzon@norcopa.gov or Ryan Shaw, Resource Specialist at rshaw@norcopa.gov  for questions or further information regarding the application process or call 610-829-6287.

Please see the approved ACAP BMP list below for eligible practices.
